because an odd number of people never get married. and abortion has eight letters. Eight is an even number ther fore it can only be discussed on even numbered years duh hasnt anyone every explained this to you, its pretty common knowledge.
The Republicans can appeal to their "base" with culture war issues. After they win, the Republicans never act on those issues -- they just have to create the appearence of an agenda.
I'm with anon1...I think these things are always issues
