Here, people are like.."Earth Day?!?!" Let's have a festival!" The re were tents set up all ovetr Pearl Street.
Actually, in Boulder, on any given obscure holiday, there will be some people setting up tents and such on Pearl street, as of a festival.
And if there isn't any holiday on which to have a festival, there will be a festival to console the citizens who are all sad because of the lack of excuses to have a festival.... Ok, that may be slight hyperbole, but slight.

It looks interesting if you zoom in and track to the left along the length of the street.
Maybe an analagous area in Raleigh would be Fayetteville Street Mall? Or the old pedestrian version of it, at least.
