how do you tell someone how you feel without getting hurt?

It's just a risk you'll have to take. If you have a close relationship with them already, any hurt can be minimal, though it'll still ache.
I normally do it with lots of "ummmmmmmmmmmmmmm"s and "uhhhhhhhhh"s
Ex: So uhhhh, I um, was um, wondering if uh you would um WANTTODOSOMETHINGONSATURDAYWITHME? Then I kind of take the hint from how they respond. If you get turned down they're just not that into you.
contrary to anon2- I would causally ask if the person wanted to do something sometime with me (have an event in mind) and guage how they respond. (this was asking on a date). the dating this is WAY less awkward/painful then straight telling someone "yO! dude im in to you!" (you can see why).
my suggestion is just to ask if they are interested in doing something with you. if there is a definite yes (chances are they like you somewhat). if there is evasion "oh...yeah...im not sure...uh...." (then chances are not so good)
you cant do it with out getting hurt either right a way with a regection or later on by them breaking your heart or you breaking yours. hurt is enevidable you just have to decide if its worth it
